Canadian Industrial Organization and Policy was written to fill an obvious gap: until its appearance no systematic treatment of Canadian industrial organization and public policies toward business was available to teachers and their students.
Canadian teachers and students of industrial organization had to rely on U.S. textbooks supplemented by copious and expensive "handouts" and government reports to cover distinctively Canadian material. The first edition of Canadian Industrial Organization and Policy provided an alternative to these less efficient methods of covering Canadian facts and institutions. The book was clearly designed to present the facts of Canadian market structure, behaviour, performance and public policies toward business, with just enough theory to meet the student's basic needs. It made no attempt to survey all of industrial organization theory and evidence.
The second edition of Canadian Industrial Organization and Policy both updates and expands upon the coverage in the first edition. While the focus of the second edition continues to be on (updated) Canadian facts, policies and institutions, and the distinctive aspects of Canadian industrial organization, there are some changes. The second edition includes more theoretical material, particularly at the beginning of chapters 2 and 10 and in a new third chapter, than did the first edition.
