Summary: The structural and curricular reforms which the education and training system is undergoing today may be attributed to the informed nationwide discussions and debates engendered by the 1990-1992 Congressional Commission on Education (or EDCOM). To be sure, leaders and officials of educational institutions and organizations had been making their own recommendations based on studies of their respective areas of interest. But these had not attracted nor sustained as much national attention as the EDCOM reports did. Nor had Congress been more concerned and focused on education and training matters than when EDCOM and its successor body, the Congressional Oversight Committee on Education (COCED), articulated positions that drew varying responses.
