Philippines is rich in culture and tradition. However, change are vividly seen in society,culture and politics. These may result to globalization, urbanization and migration.According to Annual Survey of Philippine Business and Industry (ASPBI) and Philippines Statistics Authority (PSA), Libraries, Archives, Museum and Cultural Activities has the least percentage with 3.90% as of 2013. The researcher proposed a cultural center located in Brgy. San Lucas #1 Carmelite Road, San Pablo City, Laguna entitled, "SiKAP: Sining, Kultura at Arteng Pableöo". Its main objective is to shelter,to promote and to develop the culture and arts of the city that can be suitable for the modern period. The site has vast number of trees which helps in regulating and maintaining a good microclimate. It has a view of the largest lake in the city, Sampaloc
Lake. Since San Pablo is known for its seven lakes, the design concept for the building is fluidity. It is surrounded by wave-like cladding to protect the heat from the outside."Design reflects the culture of the land and people" is the design philosophy. These are the design considerations for this project: circulation, security, convenience,
accessibility, natural lighting and natural ventilation. The materials used in this proposal are metal cladding, tempered glass and painted cement wall finish.
