On April 15, 1975, two years, after President Marcos established the New Youth of Society, Presidential Decree 6814-A was issued declaring, the nation's ultimate progress is, in no doubt, dependent upon the participation and involvement of the youth. The youth , on the other hand, has displayed their zeal and capability as active members of the society, they have played a part in the ventilation of vital issues, both local and national, affecting their welfare, and the future of the country, there is then a need for the strengthening and the defining of their role in order that they maybe self-reliant, confident and determined in carrying out of these goal, hence, the organization of the barangay youth, providing for the strengthening and the definition of role of the youth in every barangay.
