Summary: Many years later, since the formal establishment of the "Sangguniang Kabataan" under the 1991 Local Government Code, and yet there are serious doubts whether is has been able to mobilize the youth to help carry out the national visions and programs. In short, it has failed to become the mainstream youth organization that government envisioned it to be our sacred task in the DILG to transform the Sangguniang Kabataan in to mainstream youth organization for the country. "A Sangguniang Kabataang Barangay Headquarters' Complex" entitled for the youth to have an awareness to the programs and activities given, especially to the youth of Malolos Community. The project composed of difference facilities, such as the training center the wills accommodate a training area and facilities of different skills, automotive, carpentry, dressing, etc, exhibition area, auditorium or convention area. Gymnasium for sports and recreation, that will accommodate basketball courts, different indoors games and parks. This project can be used in various programs and activities which can features a Filipino youth that has a main role in our community.
