Summary: As the Philippines heads closer to the coming of the new millennium, the government is gearing, the country towards total development and modernization in time for the coming of a new era. One of this is the development of infrastructure both rural and urban areas for building information culture towards global competitiveness. As the economy of the municipality of Cauayan elevates to higher level which is the "Regional Industrial Center" (RIC) of Cagayan Valley, several needs arise. The needs for a place where man can relax, compete and developed sports in the province. So the "Community Sports and Recreational Complex" is to be proposed in the municipality of Cauayan which can be accessible for everybody (students, athletes, out-of-school youth, visitors) and to nearby towns and provinces. This "Community Sports and Recreational Complex" provides facilities which is possible for everybody including the elderly and the disabled — to enjoy and participate in a variety of physical, recreational, social and even educational activities to meet this need. And as sports competitiveness and health improves, it also improves the nation. And with the unity of the people of Cauayan and the province of Isabela and different government sectors of our government. No goal would be impossible to achieve as we come closer to Philippines 2000.
