The local school board is a unique structural feature of education in the United States. Well over two hundred thousand citizens comprise the approximately fifty thousand bodies responsible for public education in their respective districts. Nine out of ten members of local boards are elected directly by the voters of the district. The others are appointed by individuals or groups popularly elected, such as the mayor and town council.
Certainly those who serve on school boards, or contemplate doing so, must be aware of the law as it pertains to local school operation. If they are not, the result at best is impaired efficiency; at worst, it is serious legal entanglements.
