In many instances, all that was required was a flat tract of land of suitable size, an adjacent source of cooling water and, hopefully, reasonable proximity to the source of the load' to be supplied with the advent of the 60s and 70s, Individual and collective attitudes toward such projects changed as the country experienced a heightened sensitivity to environmental values.
