Today, all of the prisons operated by the Bureau of Corrections managed by Bureau of Jail and Management are congested, with the New Bilibid Prison over populated by 134% of its designed capacity. The DOJ and BuCor is planning to construct a new correctional facility in General Tinio Nueva Ecija. General Tinio is a small urban center in an otherwise rural setting. The government plan to develop a new correctional facility and relocate the prisoners to this new rural site in General Tinio.
